One question, what were the numbers read off during the redoubt broadcasts?
I an familiar with that org, but this is something I know nothing about.

Hi Sean, welcome from New Mexico . Those numbers refer to a "One Time Cypher Pad", used for secure communication over an unsecure radio (like ham radio) network , or even person-to-person comms if unauthorized ears might be listening.
