You could just hang the HF pump down the well with a few ropes. I would not build a platform since orentation should not matter

You might still want a well-bucket, just in case the garden gets thirsty during blackouts.

I have a bucket, but pulling water 36 feet and hauling it to water the garden would not be fun.
